PLANNING AND DEVELOPMENT COMMITTEE MEETING
Meeting Location – Village Hall – 175 Water St.
June 21, 2017 - 5:30 p.m.

 

Present: Village President Bob Walsh, Village Clerk Kim Tatu and Village Engineer John Whitehouse.

Committee Chairperson Mary Kay Wlezen opened the meeting at 5:30 p.m.

 Roll Call: Trustees: Mary Kay Wlezen and Ernie Jackson were present.

 Absent: Trustee: John Totemeier.

 

The purpose of the Committee meeting is for the following agenda:

  1.  Open the meeting.

  2.  Roll Call.

  3.  Guests: (3 minutes for those not on the agenda)

  4.  Approval of the January 29, 2014 Planning and Development Committee meeting minutes.

  5.  Approval of the February 10, 2014 Planning and Development Committee meeting minutes.

  6.  Review and begin updating Village Fees.

  7.  Review and begin updating Village Impact Fees.

  8. Review and begin updating Village Comprehensive Plan.

  9.  Adjourn the meeting.

    Approval of Minutes: Chairperson Mary Kay Wlezen made a motion to approve the January 28, 2014 Planning and Development Committee meeting minutes. Trustee Jackson seconded the motion. Ayes: Trustees: Mary Kay Wlezen and Ernie Jackson. Absent: Trustee John Totemeier. Two ayes, one absent, motion carried.

    Approval of Minutes: Trustee Ernie Jackson made a motion to approve the February 10, 2014 Planning and Development Committee meeting minutes. Chairperson Mary Kay Wlezen seconded the motion. Ayes: Trustees: Ernie Jackson and Mary Kay Wlezen. Absent: Trustee John Totemeier. Two ayes, one absent, motion carried.

    Review and begin updating Village Fee’s: Chairperson Mary Kay Wlezen went over Public Works rates (wages, equipment, etc.) for billing purposes. She feels the rates need to be updated.

    Review and begin updating Village Impact Fee’s: Village Engineer John Whitehouse is recommending amending Article 7 which is dedication of Public Use Areas, Schools, Park Sites and Impact Fees. Engineer Whitehouse went over what was in the Village Code when adopted in 2004. At that time there were no Impact Fee’s just the land/cash portion.

     Village Engineer John Whitehouse went over the changes to the codes that have been made since then. Mr. Whitehouse did state the Village cannot legally collect impact fees other than the land cash fees by Illinois State Statute because the Village of Burlington is not home rule. He said impact fees were put in the Ordinance so people knew this was the basis of how the Village of Burlington starts things.

    Village Engineer Whitehouse went over the impact fees developed under current annexation agreements. He also gave the Committee a modification to the existing fee schedule. Discussion followed.

    Adjourn the meeting. Chairperson Mary Kay Wlezen made a motion to adjourn the meeting and Trustee Ernie Jackson seconded the motion. Motion carried on voice vote. The meeting adjourned at 5:57 p.m.
