Minutes of Public Hearing

In Compliance with the Truth in Taxation Act

Scheduled at 6:45 p.m.

at the Village Hall, 175 Water Street

December 15, 2014


Open the Public Hearing: Village President Bob Walsh called the Public Hearing to order at 6:45 p.m and led the Pledge of Allegiance.

Present: Village President Bob Walsh, Village Clerk Jeaneen Bennett, Village Treasurer Sally Eickhorst, Deputy Clerk Marilyn Diede, Village Attorney Nancy Harbottle, Village Engineer John Whitehouse and Matt Krueger.

Roll Call: Trustees Betty Reiser, Mary Kay Wlezen, Nancy Melin, John Totemeier and Jim Daffron were present.

Absent: Trustee Duane Wilkison.

Guests: None


The appropriate notice of the Public Hearing was published in the Elgin Courier News and the Certificate of Publication was supplied to the Village Clerk. In addition, appropriate notice of this Public Hearing has been posted in accordance with law.


Village Attorney Nancy Harbottle stated the Tax Levy Ordinance levies $138,000 for 2014-2015 which is the same amount as last year. It again goes against the same line items as the previous year. The Village received $95,396 last year which was less than the previous year. That is why the percentage looks higher. It is measured from what the Village actually receives from the County. This represents a 44.6 percent increase over the previous year.

She said the reason the Village asks for more is just to make sure the Village is not leaving any money on the table that may be available through annexations or improvements to property for example. It is the same idea as the appropriation. Attorney Harbottle stated the Village may have received less money last year due to people objecting their tax bill. If their objections were successful, the taxes would be less than the previous year.


It was noted that there were no members of the Public present, therefore, none testified.


Trustee Nancy Melin made a motion to close the Public Hearing, seconded by Trustee Jim Daffron. All ayes. Motion carried on voice vote. The Public Hearing closed at 6:49 p.m.
