Present: Village President Mary Kay Wlezen, Village Clerk Christine Jones, Deputy Clerk Natalie Meisner and Village Engineer John Whitehouse were present. Village Attorney Pete Wilson attended the meeting remotely.   

Open the Meeting: Plan Chairman Kyle Goldsworthy opened the meeting at 7:00 p.m.

Roll Call:  Plan Members: Colin Stephens and Jill Caldwell and Kyle Goldsworthy were present.

Plan Members Curtis Olson, Brian Rapier, Michael Loos attended remotely.

Guests: Amanda Stephens, Stephen Ostrander and Jarrod Patton.

 

A quorum was established for tonight’s meeting.

 

Approval of the January 10, 2022 Plan Commission Meeting/Public Hearing Minutes: Plan Member Colin Stephens made a motion to approve the January 10, 2022 Plan Commission Meeting minutes and Plan Member Jill Caldwell seconded the motion.  Ayes:  Plan Members: Colin Stephens, Jill Caldwell, Brian Rapier, Curtis Olson, Michael Loos and Kyle Goldsworthy. Six ayes, motion carried.

 

Approval of the February 15, 2022 Plan Commission Public Hearing Meeting Minutes: Plan Member Jill Caldwell made a motion to approve the February 15, 2022 Plan Commission Public Hearing Minutes and Plan Member Colin Stephens seconded the motion. Ayes: Colin Stephens, Jill Caldwell, Brian Rapier, Curtis Olson, Michael Loos and Kyle Goldsworthy. Six ayes, motion carried.

 

Review, Edit and Consider Findings of Fact and Recommendation regarding Accessory Buildings: Village Engineer John Whitehouse stated the original draft was modified by adding a clarification on the minimum square footage of detached garages of which doesn’t have to be less than 750 square feet however also cannot be greater than 1,000 square feet. For all other accessory uses, the square footages cannot exceed 3% of the zoning lot area or 750 square feet, whichever is less. The principal structure needs to have similar building materials to the rest of the house. A steel roof may be considered if it was similar in appearance to the roofing material of the principal structure. An overhead garage door or sliding barn door with a maximum width of 9 feet on an accessory structure will be permitted on one wall of the said structure with a standard passage door not to exceed 3 feet in width and 7 feet in height. Windows are not required however are encouraged. To comply with the Storm Water Ordinance, the term aggregate was added to the definition of an impervious surface to replace concrete, asphalt or brick pavers.  

 

Plan Commission Action on Findings of Fact and Recommendation to the Village Board regarding Accessory Buildings: Plan Commission member Curtis Olson made a motion to approve the Plan Commission Action on Findings of Fact and Recommendation to the Village Board regarding Accessory Buildings recommending approval with the proposed Text Amendment in Exhibit 3 with no modifications. Plan Member Colin Stephens seconded the motion. Ayes: Plan Members: Colin Stephens, Jill Caldwell, Brian Rapier, Curtis Olson, Michael Loos and Kyle Goldsworthy. Six ayes, motion carried.

 

Review, Edit and Consider Findings of Fact and Recommendation regarding the update of the Comprehensive Plan for Burlington: Village Engineer John Whitehouse stated a quorum was not established at the Plan Commission Meeting on February 10,2022. No action was taken on the text amendment in reference to accessory structures due the lack of a quorum. Village Engineer John Whitehouse stated the picture of the cover sheet changed and grammatical errors were found.

 

Plan Commission Action on Findings of Fact and Recommendation to the Village Board regarding Burlington Comprehensive Plan Update: Plan Member Jill Caldwell made a motion to approve the Plan Commission Action on Findings of Fact and Recommendation to the Village Board regarding Burlington Comprehensive Plan Update recommending approval in reference to Exhibit 3 with no modifications. Plan Member Colin Stephen seconded the motion. Ayes: Plan Members: Colin Stephens, Jill Caldwell, Brian Rapier, Curtis Olson, Michael Loos and Kyle Goldsworthy. Six ayes, motion carried.

 

Guests: No comments.

 

Village President Mary Kay Wlezen stated Lucky 7 Custom Cycles is requesting street closures for their grand opening on June 17, 2022. The Village Board is currently discussing this request along with the issuance of a temporary use permit. Brief discussion followed.

 

Motion to Adjourn the Meeting:  Plan Member Jill Caldwell made a motion to adjourn the meeting and Plan Member Colin Stephens seconded the motion.  Ayes:  Plan Members: Colin Stephens, Jill Caldwell, Brian Rapier, Curtis Olson, Michael Loos and Kyle Goldsworthy.  Six ayes, motion carried.

 

The Plan Commission meeting adjourned at 7:22 p.m.
